    LE BOURGET (France), June 16 (RIA Novosti) - The launch of Russia's modernized Soyuz-ST carrier rocket from the Kourou space center in French Guiana has been put off until the first half of 2010, the director of a space design bureau said on Tuesday.

    Igor Barmin, head of the KBOM space design bureau, said the launch was planned for December 2009, but was delayed for unspecified reasons.

    Kourou is located 50 km (31 miles) from the town of Cayenne on the Atlantic coast of South America.

    Last year, Russia's space agency and French satellite launch firm Arianespace signed a contract, worth an estimated $300-$400 million, to launch 10 Russian Soyuz-ST carrier rockets from Kourou.

    The Kourou facility is mainly used to launch geostationary satellites into orbit.

    The center's proximity to the equator will enable Russian rockets to orbit heavier satellites than from the Baikonur space center in Kazakhstan or Plesetsk in northern Russia.

    The Democratic People's Republic of Korea (DPRK) has warned it would launch a pre-emptive attack against the United States.

    Pak Jae Gyong, vice-minister of the DPRK People's Armed Forces, made the remark at a mass rally that attracted some 10,000 people to denounce a newly endorsed U.N. Security Council Resolution, the official KCNA news agency said Monday.

    "Under the present situation where the Korean People's Army (KPA) is technically at war with the U.S. imperialists, and as the Armistice Agreement has lost its legal binding force, the KPA will promptly exercise the right to a pre-emptive strike to beat back the enemies' slightest provocation," Pak said.

    He threatened to deliver blows to the "vital parts of the U.S." and "wipe out all its imperialist aggressor troops no matter where they are in the world."

    Meanwhile, Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, told the rally that the U.N. resolution was "another grave provocation."

    "This is, in essence, a wicked pressure offensive launched by the U.S. imperialists to disarm the DPRK, strangle its economy and undermine its ideology and system," Kim said.

    The DPRK will respond to any attempt to blockade it with "resolute and deadly blows," he said....

    White House says no to California budget help | Reuters

    WASHINGTON (Reuters) - The White House on Tuesday dashed hopes that the federal government would help California overcome a mammoth budget crisis that has brought the state dangerously close to an economic meltdown, saying the state will have to solve the problem on its own.

    "It's obviously not an easy time for the state of California," White House spokesman Robert Gibbs told a briefing when asked if the administration would provide emergency financing for the state.

    "We'll continue to monitor the challenges that they have, but this budgetary problem unfortunately is one that they're going to have to solve," Gibbs said.

    California's revenues are plunging amid recession, rising unemployment and the prolonged housing crisis, and the state is unable to borrow its way out of its immediate financial trouble by issuing debt because of its budget gap.

    Executives at General Motors in India were enthusiastic when they recently revealed a new version of the compact Spark Chevrolet, which runs on liquefied natural gas.

"I think that Haiti, not withstanding the total devastation wracked by the four storms last year, has the best chance to escape the darker aspects of its history in the 35 years I have been going there," said Bill Clinton.
    Former U.S. President Bill Clinton made his debut at United Nations headquarters on Monday as the world body's new special envoy for Haiti.  Clinton has a long-time interest in the Caribbean island nation.

    UN Secretary-General Ban Ki-moon said he chose former President Clinton as his special envoy for Haiti because of the efforts Clinton made on behalf of the Haitian people during his presidency and through his foundation. The former president was also chosen because of his success in mobilizing support for people in the aftermath of the devastating tsunami in East Asia in 2004.

    Mislabeled Chinese Ginseng 'Contains Toxic Chemical'

    A large portion of wild ginseng on the Korean market is falsely labeled and contains toxic chemicals, a consumer show said Tuesday.

    The show investigated a particular kind of wild ginseng, called jangnoisam in Korean and discovered that nearly half of the samples examined were from China but labeled as domestically produced. Also, lab results found 1,600 times higher than permitted levels of a pesticide in the ginseng.

    In the California school district of Alameda, children as young as five will now be forced to learn pro-homosexual material—and parents will not be allowed to exempt them. The school district claims it is addressing "bullying" against students because of their "sexual orientation." Parents are outraged. Conservative groups are spreading the word. But few will speak against the Anti-Defamation League, the Jewish supremacist organization responsible for creating and pressing for “hate crime” and “anti-bullying” laws as tools to silence Christian expression in America.

    The mandatory indoctrination of children into tolerance of homosexuality comes from ADL and its partners. It’s clear that this is just one part of a much larger campaign against traditional morality in the echelons of governments, inspired by ADL, “the nation's premier civil rights/human relations agency.” Laws are enacted to insist that homosexuality be legitimized and normalized as a healthy alternative; the perspective that homosexuality is sinful, damaging, and unnatural is described as “hate”—no matter how many people believe such traditional morality or how many sacred books teach it....

    Law Will Kill Security Measure

    The Secretary of Homeland Security has helped create legislation to kill a law—passed after the 2001 terrorist attacks—designed to protect the nation by requiring states to verify the identity of driver’s license applicants. 

    Long committed to disabling the Real ID Act, Homeland Security Secretary Janet Napolitano has teamed up with a group of bipartisan lawmakers to introduce a bill that will repeal key aspects (recommended by the 9/11 Commission) of the measure, which requires states to verify the authenticity of every driver’s license applicant by 2011.

    Under the law passed by Congress in 2005 the crucial verification process forces states to require that documents, such as a birth certificate or passport, submitted to get the card are legitimate and that the applicant is in the United States legally. This will establish a much-needed standardized national driver’s license system that will be less prone to fraud and will prevent terrorists from abusing it as did several of the September 11 hijackers. 

    It also calls for a newly created federal database to link all licensing data that must be checked before states issue new cards. Residents of states that don’t comply with the Real ID Act will be greatly inconvenienced because their driver's licenses will not be accepted as proof of identification at airports, federal buildings or when applying for any sort of federal benefits.

    Napolitano, a former Arizona governor, has long worked to kill the Real ID Act, alleging along with a chorus of lawmakers that it violates civil liberties and privacy. With her guidance, a group of bipartisan lawmakers drafted a drastically weakened version of the measure (called Pass ID Act) to replace key provisions. 

    The Pass ID Act will eliminate the Real ID Act’s two crucial security features (identity verification and document authentication), will push the compliance deadline up to 2021 and allow states to receive additional extensions by filing a justification of noncompliance. The bill was introduced in the Senate this week by Hawaii Democrat Daniel Alaska and Ohio Republican George Voinovich. 

    A variety of states have vowed to pass bills ordering its officials to ignore the Real ID Act, which must be fully implemented by 2013. Maine, Georgia, Montana, New Mexico, Washington and Wyoming are among them. Earlier this month California legislators announced they will implement a law (California Real ID) to give special driver’s licenses to illegal immigrants who won’t meet the security standards under the Real ID Act.

    $134 Billion U.S. Bond Mystery Continues In Italy

    National Terror Alert first reported this story via Twitter back on June 11th and finally it’s getting some press. The mystery however remains. Glenn Beck attempted to get some answers but due to the ongoing investigation no additional information is being released.

    Background – According to Japan Today News, two Japanese nationals were detained by Italian financial police on June 3rd after trying to enter Switzerland with $134 billion worth of undeclared U.S. bonds, mostly Treasury bonds, according to an Italian daily. The Japanese consulate general in Milan confirmed that the detention had taken place and said it was trying to confirm the authenticity of the bonds.

    2 Japanese Carrying $134 Billion In U.S. Bonds Detained In Italy

    Italian prosecutors were trying to establish yesterday whether US bonds with a face value of $134 billion seized from two alleged smugglers were real or counterfeit.

    The bonds were found when the two men — said to be Japanese but as yet not identified — were arrested while attempting to cross into Switzerland from Italy by train at the frontier town of Chiasso this month. Prosecutors in Como said that the two men had hidden the bonds in the false bottom of a suitcase.

    Police said that Chiasso was a notorious crossing point for currency and bond smugglers but the sums involved this time were “colossal”. The amount of $134 billion would place the two travelers as the fourth most important investors in US debt, well ahead of Britain ($128.2 billion) and just behind Russia ($138.4 billion).
